How is the atmosphere expanding in all directions if Gravity is holding the atmosphere down ...

It's not just because of its own gravity... but because of the gravity (weight) of all the gas above it that tends to keep it suppressed overall. … This Quora question shows basically a 4% difference in gravity between the surface and top of atmosphere, and 9% to the ISS. So there's really not much difference in gravity down low vs up high. …
